Either a defective switch or wiper motor.

I have a 2004 T & C and have never had this problem. Overall my van has been very good. I wonder what the future holds for Chrysler?

Had a Chrysler van years ago, that every time you started the engine, the wipers would make one sweep, then park. It did that for a year, before I traded it in. Everything else electrical, worked fine.

As I said in another post, sometimes the wire harness in the steering column or on the contacts in the column break or short causing all kinds of weird problems.

My 2006 PT did and still does the same thing. They replaced the motor and even the wipers and still does the same thing. Now out of warranty and I just drive it that way. So, far been lucky during the rain. But, yes Chrysler has a problem there and won't admit it. Once motor replaced, and they leave wipers on for hours and they said never happened to them. But, ride with me some rainy day and see for yourself. Chrysler will not help when under warranty. Trust that!

Somehow there's a short in the electrical circuit for your wiper system. Check with a multimeter to see if there's current running to the switch that controls the wipers, then to the motor itself. If there's no current to the switch, yet current to the motor with the vehicle turned off, then you have a short that is bypassing the switch. Check wiring/relays/fuses, etc. Yes, even if the switch is turned off, the wipers can run if there's a short prior to the switch. If there's current going through the switch and to the motor, then you have a faulty switch and need to replace it.
